When the city was retaken the empire imprisioned Ulfric and his troops for violating the terms of the Concordat, this is considered the formation of the Stormcloak Rebellion. The empire began enforcing the ban on Talos worship, a practice many Nords take part in, which lead to the Markarth Incident. In 4E 174 the Forsworn Uprising in Markarth lead to the sucession of The Reach from Skyrim, in 4E 176 the former Jarl of Markarth turned to Ulfric Stormcloak for help, if Ulfric and his militia would reclaim Markarth then the Jarl would allow free worship of Talos in the city. When the war ended with the White-Gold Concordat, a treaty that was heavily pro-thalmor many Skyrim nationalists felt betrayed.
